Small Business Assistance Grant Program

The following key points have been provided by the City of Bloomington's Economic & Community Development Department.

  • In response to the economic hardships experienced by small businesses resulting from the COVID-19 pandemic, the City of Bloomington's Economic & Community Development Department is launching a COVID-19 Small Business Assistance Grant Program to assist small businesses in preventing, preparing for, and responding to the COVID-19 pandemic.

  • Applications for this grant program are now being accepted on the City's website. Local businesses may learn more about the program and apply on-line at www.cityblm.org/ED

  • The program will serve for-profit businesses with annual revenues of up to $1 million and fifty (50) or fewer employees.

  • Eligible businesses can receive a one-time grant of up to $4,500. The $150,000 program is funded by the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program (CDBG) under the CARES Act.

  • Grant awards will be issued to qualified applicants on a first-come, first-served basis.

  • To qualify, businesses must be located in the City of Bloomington and have been impacted by the COVID-19 pandemic.

  • Grant funds may be used for the following categories of expenditures incurred by the business for the period of January 21, 2020 through December 31, 2020:

    • Rent / Mortgage Payments​

    • Utilities (Electric, Natural Gas, Water, Internet, Telephone, etc.)

    • Personal Protective Equipment and other COVID-19-related costs
